Goals and Objectives Planning and Government Amendments

The following policies are intended to ensure that the Comprehensive Plan is followed by governmental entities as well as by private parties. They require regular review and revision of the Plan, coordination of plans and projects with the various governments and special districts and with regional planning agencies. They also call for appropriate fiscal measures to be taken to accommodate the service and facility demands of a growing community.

PL-1 All elements of the County's Comprehensive Plan and any relevant implementing rule, regulation or ordinance must be designed to implement these Goals and Objectives.

PL-2 Warren County shall submit the Comprehensive Plan to the Barren River Area Development District for comment and consideration with respect to regional plans as a regular part of the local planning process.

PL-3 The Comprehensive Plan for Warren County shall be continually revised and updated to reflect changes in the community's vision, goals and objectives. As a part of the update process, the Planning Commission shall publish a biennial growth analysis which will examine the trends, location and types of growth; examine the extent to which growth has been consistent with the Policies Plan; and forecast growth directions for the next two years. The growth analysis should also estimate the remaining capacity of the community's infrastructure with regard to the community's ability to serve the projected growth.

PL-4 All public actions should be directed toward fulfilling the long range vision for Warren County.

PL-5 The City-County Planning Commission shall prepare a model neighborhood plan to be used as a guide for the preparation of plans for all identifiable neighborhoods and growth areas in Warren County. Using the model neighborhood plan as a guide, a public/private partnership shall be formed to complete neighborhood plans for all of Warren County.

PL-6 Because Warren County is a single community, every public action by the governments of Warren County and the special districts serving Warren County shall be coordinated with the other governments and special districts to avoid costly duplication of effort.

PL-7 Warren County, each of the municipalities of Warren County and the special districts serving Warren County should establish an on going capital improvements program based on a systematic evaluation of needs.

A. Capital Improvement Programs must be designed and funded so that planned service extensions may be reasonably relied upon by the community.

B. The extension of urban services and facilities through the Capital Improvements Program should serve as a tool to direct or discourage development in desired directions.

PL-8 To assist with financing the extension of urban services and facilities, the governments of Warren County should consider instituting a development impact fee program with respect to developments which precede planned extensions contained in the Capital Improvements Program. Such impact fees would offer flexibility to a major developer by allowing construction of a major project which otherwise could not be accommodated by the existing infrastructure.

PL-9 Where private development exceeds available capacity or precedes planned extensions of public services or facilities, the developer may install off-site public improvements which provide the necessary public facilities. Where off-site improvements installed by a developer exceed capacities required for the development, means shall be developed for partial reimbursement of off-site costs.

PL-10 Warren County should be served by a sophisticated Geographic Information System (GIS) in which all government agencies and utilities would participate. Such a system would provide a common tool for all agencies for planning, facilities management and the effective allocation of scarce service and facility resources.

PL-11 The governments of Warren County must take steps to broaden their sources of revenue through user fees and taxes directly related to identifiable services to maintain the local governments' ability to provide necessary public services and facilities for all segments of the community.

PL-12 Means should be explored to foster higher levels of citizen participation in planning and in the public decision making process.

PL-13 Planning Commission shall investigate methods for transfer of existing urban development rights for the right to develop at higher intensities on another tract which has full urban services.
